Prioritas Pengelolaan Persampahan di Tempat Pembuangan Akhir (TPA) Sungai Beringin Kota Tembilahan
Tembilahan City has a landfill with an Open Dumping management method which causes several problems including the capacity of landfill, no waste sorting process, ineffective operational waste facilities and infrastructure. The impacts caused are negative impacts such as leachate pollution, air pollution, and impacts on health. The positive impact, especially for scavengers, if managed well, is able to generate jobs and create community welfare in Tembilahan City.
This research aims to identify the existing conditions of the Sungai Beringin landfill, analyze the level of waste management at the Sungai Beringin landfill and develop priorities for waste management at the Sungai Beringin landfill by supporting a sustainable environment. The method used is a survey method with a quantitative approach. The research population is all people related to waste management at the Berungin River landfill using the sampling technique in the research, namely non-probability sampling, Accidental Sampling method, totaling 100 samples.
The results of this research are that the existing conditions at the Beringin River landfill consist of the operational system of the Beringin River landfill through several stages, namely receiving waste, transporting waste, unloading waste, sorting, equalizing and compensating waste. In the operational technical aspects at Sungai Beringin landfill, we discuss the condition of the landfill operational land and the mass of use of the landfill, namely by analyzing the decline in waste generation from 2021 to 2022, and with a capacity of 840,000 m3 and a remaining capacity of 600,000 m3.
The condition of the facilities is not up to standard, namely the compost building, and the infrastructure is not up to standard, such as landfill, driveways, monitoring wells and gas pipes. The results of the analysis of the level of waste management at the Beringin River landfill in Tembilahan City as a whole are low with an average value of 47.43% and the priority results for handling waste management at the Sungai Beringin landfill are in accordance with Minister of Public Works Regulation 21/2006 and the total percentage results are 49.67%, namely the handling priority is in the second policy in the form of "Increasing the active role of the community and the business/private world as management partners", through "waste sorting by the community" so that they are no longer just objects but more as partners which convey the meaning of equality
