Rekrutmen Elit Dalam Lembaga Adat: Studi Kasus Masyarakat Adat Antau Singingi

In Indonesia, the existence of customary law communities is guaranteed through the constitution, this guarantee is as regulated in article 18B paragraph 2 of UUD 1945. By recognizing the right of origin, it is possible for a society to implement the system it adopts to regulate its society. Moreover, after reform, indigenous communities should have more opportunities to rise. However, it turns out that such conditions are not easy to realize, the existence of indigenous communities is actually increasingly threatened by the dynamic developments of the times. As happened with the Antau Singingi indigenous community, they are currently experiencing the impact of rapid developments over time. The structural conditions of the Antau Singingi custom are increasingly being ignored with vacancies in elite traditional leadership positions without a recruitment mechanism for replacement of traditional elite positions being implemented. To analyze this phenomenon, the author uses the theory of recruitment in traditional institutions by Van Dijk and its relationship to Harold D. Laswell's theory "who gets what, when and how". The method used in this research is a descriptive method with a qualitative research type. The types of data for this research are primary data and secondary data. The data analysis technique used is qualitative descriptive data analysis.
The results of this research are that there are several factors that influence the lack of recruitment in traditional elite positions which are experiencing vacancies, namely: the absence of regeneration of traditional elites, maintaining the title of "datuk", recruitment is the full right of each tribal community, avoiding intra-tribal conflict, and the power struggle of traditional elites. The structural vacancy of the Antau Singingi custom is very worrying because it threatens the existence of indigenous communities in accordance with Permendagri No. 52 tahun 2014. The vacancy of traditional elite positions is a momentum that is exploited to gain profits from "prestige" for personal interests and groups of people.
