Peranan Pemerintah Daerah Dalam Pengendalian Alih Fungsi Lahan Pertanian Padi Sawah Ke Perkebunan Di Kecamatan Rambah Samo Tahun 2020-2022

The phenomenon of land conversion, especially in lowland rice farming to plantations, can have an impact on decreasing rice production, which can affect food security. This widespread land conversion activity also occurred in Rambah Samo District, Rokan Hulu Regency. With the action of changing the function of land, of course it requires the government to play its role as an effort to control the phenomenon of changing the function of rice fields to plantations.
This research is descriptive qualitative research with the main data sources being primary data and secondary data. Data collection techniques were carried out by interviews and review of the literature. Then the data obtained is analyzed and modified according to the theoretical principles used. The results of this research show that the Regional Government of Rokan Hulu Regency has played its role in controlling the conversion of wetland rice farming land to plantations in accordance with the theory of the Role of Government put forward by Ryaas Rasyid, namely the role of government as a regulator, facilitator and dynamist.
The role carried out by the Rokan Hulu Regency Regional Government is to control land conversion, namely the role as a regulator by issuing Regional Regulation Number 1 of 2020 concerning the Rokan Hulu Regency Regional Spatial Plan for 2020-2040, and also Regional Regulation Number 6 of 2021 concerning Protection Sustainable Agricultural Land. Furthermore, the government's role is as a facilitator, namely providing assistance in the form of ultraviolet houses, irrigation, fertilizer, seeds and also agricultural machinery. Next is the government's role as a dynamist, namely efforts to mobilize the community in the form of providing outreach on the impacts of land conversion and also providing training in the use of organic fertilizer for plants.
