Background and Objectives: Indragiri Hilir Regency is one of 12 districts/cities in Riau Province which has marine and coastal potential consisting of 25 islands, 56 coastal villages and a coastline length of 356 km. The sea waters of Indragiri Hilir Regency have a strategic position where they directly face the Berhala Strait and the South China Sea which are believed to hold a wealth of biological resources, in the form of fish and various types of aquatic animals and other marine plants. Indragiri Hilir Regency has great marine and coastal potential with abundant various types of biological resources. However, until now the people are still classified as poor. Therefore, there is a need for sustainable and environmentally sound economic development efforts as well as improving the welfare of coastal communities. Research Method: This research uses a survey method. Data were analyzed using descriptive qualitative analysis and ANP using Superdecision 2.6.0 software. Results and Discussion: The economy of coastal communities in the region includes fishing and processing businesses. The fishing efforts carried out are using various types of fishing gear such as gillnets, sondong, longline, tongkah, kurau nets, gombang, togok, fishing nets, splints and the fleet used in carrying out fishing on average uses a 2 GT fleet and the processing efforts carried out Coastal communities process shrimp crackers, salted fish, shrimp paste and dried shrimp. The potential for developing a sharia-based halal industry from fishing and processing businesses carried out by coastal communities is based on business feasibility. The results of the business feasibility analysis are that businesses carried out by coastal communities are worthy of being continued and also developed because they gain profits in running the business and the return on investment in the business is fast. Halal industrial policy is implemented by looking at the weaknesses that occur, namely product marketing is still local, using simple technology, lack of government attention to capital, not getting technological assistance. From these weaknesses, policies can be taken to address weaknesses, namely that the government must pay attention to the efforts made by coastal communities and can also help in marketing them locally. The community economic development model in the fisheries sector based on sharia economics (development of sharia microfinance institutions) that has been prepared is a function of human resources, social psychology and formal legal (PLKMS= f(m,p,l)). Conclusion: 1) Catching business and also processing business. The fishing effort is 9 types of fishing gear used by fishermen: gill net; sondong; longline; stick; turtle net; wavering; togok; fishing nets; and splints. All types of fishing gear used by fishermen are worthy of being continued and developed, those that are more worthy of development are gill nets and kurau nets. There are 4 types of processing businesses, namely shrimp crackers; salted fish; shrimp paste; and dried shrimp. All processing businesses are worthy of being continued and developed, the most feasible being shrimp crackers; 2) Halal industrial policy as a sharia-based community economic development activity is a) Establishment of sharia microfinance institutions. Halal industrial policy, sharia-based halal industrial policy; b) Community economic empowerment in improving the community's economic level; 3) The community economic development model in the fisheries sector based on sharia economics is: PLKMS = f (m, p, l). where PLKMS = Development of sharia microfinance institutions, m = human resources, p = social psychology and l = formal legal.
