Pengaruh Produksi Kelapa Sawit Terhadap Kesejahteraan Petani di Kabupaten Rokan Hilir, Provinsi Riau
The palm oil plantation sector is the center of attention of the Indonesian and Global community, this happened after it was known that cooking oil prices soared dramatically in early 2022. Palm Oil is one of the plantation commodities that has an important role in economic activities in Indonesia. In the formation of gross domestic product (GDP), the contribution of the palm oil plantation sector is the largest compared to other agricultural sectors. During the 2016-2022 period, the contribution of the plantation sector averaged 3.65 percent of GDP. While food crops are only 3.18 percent, animal husbandry 1.58 percent, horticulture 1.51 percent, and other livestock services 0.20 percent. The large role of oil palm on the national economy cannot be separated from the role of farmers as one of the producers of smallholder plantations. This production is strongly influenced by land area and productivity levels. Although smallholder plantations contribute greatly to oil palm production, the productivity of oil palm from smallholder plantations is still low compared to large private and state companies. The productivity of smallholder plantations is only 2.58 tons/ha, while large private plantations are 3.59 tons/ha and large state plantations are 3.59 tons/ha (Directorate General of the Ministry of Agriculture, 2021). One of the goals of agricultural development is directed to improve the welfare of farmers as much as possible. Economic welfare is a branch of economics that uses microeconomic techniques to determine simultaneously the efficiency of allocation from macroeconomics due to interconnected income distribution. The most important thing about well-being is income, because some aspects of household well-being depend on income level. The obstacle that often occurs in the economy of people in rural areas is unstable production. This is often a significant obstacle to increasing production and farmers' incomes. Rokan Hilir Regency is one of the districts in Riau Province that has plantation land, especially oil palm, which is currently still very promising because it is able to contribute greatly to the income and welfare level of its people. In this study, the author focuses on the subject of research, namely oil palm production and the welfare of farmers in Rokan Hilir Regency. Based on observations made that there are several problems regarding the factors of Palm Oil production in Rokan Hilir, namely land area, capital, and labor factors. So it is necessary to conduct in-depth research for evaluation materials to be more effective and efficient in production.
The objectives of this study are: 1) Analyzing the influence of land area, capital, and labor on the welfare of oil palm farmers in Rokan Hilir Regency, 2) Analyzing the land production of oil palm farmers in Rokan Hilir Regency, 3) Analyzing the income level of oil palm farming families in Rokan Hilir Regency, 4) Analyzing the welfare level of oil palm farming families in Rokan Hilir Regency.
This research was conducted in Rokan Hilir Regency with primary data obtained through questionnaires and direct interviews. The analysis methods used are data quality tests, classical assumption tests, and multiple linear regression tests. The population in this study is 697 oil palm farmers in Rokan Hilir Regency based on BPS data in 2023. While the research sample was calculated using the slovin formula so that 88 research samples were obtained.
The results of the study show that land area has a significant effect on the welfare of oil palm farmers in Rokan Hilir Regency. Likewise, capital and labor have a significant effect on the welfare of oil palm farmers in Rokan Hilir Regency. Based on the production of oil palm land cultivated by farmers in Rokan Hilir Regency, the production can generally be used as livelihood or income that can support the needs of the families of oil palm farmers, as many as 5 people (5.68%) produce >5 tons of production. Based on the level of income from production, it shows that in general, oil palm farmers in Rokan Hilir Regency get quite satisfactory results from their agricultural products, as many as 12 people (13.63%) including farmers who earn > IDR 15,000,000. Based on the welfare level, the income received by oil palm farmers in Rokan Hilir Regency meets the requirements of the 2023 Rokan Hilir Regency Government Decent Living Needs standard of 61 people (69.3%).
