The existence of adequate infrastructure is very necessary, as is road infrastructure. One of the infrastructures most frequently used by the community is roads. Roads also have a huge function for daily activities. Road maintenance, management and rehabilitation have been stipulated in policy. The implementation of this policy is regulated in the Minister of Public Works Regulation, Number: 13/PRT/M/2011 concerning Procedures for Road Maintenance and Surveillance, and Pekanbaru Mayor Regulation Number 94 of 2016 concerning Position, Organizational Structure, Duties and Functions and Work Procedures of the Public Works Service and Pekanbaru City Spatial Planning. In carrying out the main tasks mentioned above, the Public Works and Spatial Planning Service explained that the PUPR service carries out program preparation for operational activities, development, management, improvement, rehabilitation and maintenance of road facilities and infrastructure. The problem in this research is that in 2019, Tampan District was the district with the most damaged roads in the city of Pekanbaru and road damage from 2018 experienced an increase in road damage in 2019, namely where in 2018 12.06% was seriously damaged and in 2019 it was 12,228 %. It can be said that the implementation of the main tasks and functions of the Highways Sector, PUPR Service is less than optimal. The aim of this research is to describe the implementation of the duties of the Pekanbaru City PUPR (Highway and Highways) Department in Handling Road Damage in Tampan District in 2019.
This research uses regional government management theory regarding management functions by G. R. Terry, Forms of Implementing Government Management. The research approach used is a qualitative approach with descriptive research type. The research location is in Pekanbaru City, precisely in the Highways Division of the Pekanbaru City Public Works and Public Housing Department. The types and sources of research data are divided into primary data obtained through interviews with informants and secondary data in the form of supporting data related to the handling of road damage in Tampan sub-district by the PUPR service.
The results of this research are that the handling of road damage in Tampan District in 2019 by the Highways Division of the PUPR service was still not running optimally. The establishment of programs for handling and rehabilitating roads is still very small, only focusing on roads that are only heavily damaged and not all heavily damaged roads can be rehabilitated due to limited budget funds. This can be seen from the road maintenance program planning in Tampan District, there are only 3 programs.
