This research was motivated by problems related to financial assistance for orphaned which was distributed inappropriately. Should those who receive aid for and orphaid from the Sentra Abiseka Pekanbaru through Kementerian Sosial should be children who really need help. The aim of this research is how to describe and know the influencing factors the Implementation social rehabilitation assistance policy for orphans in Pekanbaru City in 2021.
The method research used is descriptive qualitative. The research location is at the Sentra Abiseka Pekanbaru as the data source and community Tampan District, Pekanbaru City. The data collection techniques used were interviews and documentation. Meanwhile data analysis was carried out using qualitative descriptive analysis namely managing and describing data and information based on visible facts and then analyzing them. The research results show that communication has been running but has weaknesses in the data from Kementerian Sosial Republik Indonesia, So some of the data does not match the authenticity of the data sent to the Sentra Abiseka Pekanbaru. Limited availability of resources to carry out main tasks and its function in the disposition process there were several obstacles such as assistance that was not on target.
