Penegakan Hukum Pemerintahan Terhadap Aktivitas Lesbian, Gay, Biseksual, Dan Transgender (Lgbt) Di Kota Pekanbaru Tahun 2022-2023

In this research there is a problem phenomenon raised regarding Government Law Enforcement regarding public unrest regarding lesbian, gay, bisexual and transgender (LGBT) activities which are proven to have violated Pekanbaru City Regional Regulations (PERDA) Number 13 of 2021 concerning Public Order and Peace. Public. In this context, the role of the government, especially the Pekanbaru City Satpol PP, is reflected in efforts to control LGBT activities by adhering to Regional Regulation Number 13 of 2021 concerning public order. However, limited regulations specifically regarding LGBT make treatment limited. Therefore, it can be interpreted that the government's role in efforts to reduce acts of sexual deviance in the Malay community considers that this activity is in an alarming phase, namely it is damaging the morality of humans and the Indonesian nation and is contrary to the values and culture of the Malay nation. So this role is of course the authority of the Government for Satpol PP in supervising and implementing applicable law enforcement. Not only that. It is hoped that the imposition of sanctions, administrative fines and more optimal guidance will have a deterrent effect on perpetrators of these irregularities.
This research is descriptive research with a qualitative approach. The types of data used are primary data and secondary data, primary data obtained directly from informants, with secondary data namely supporting data or reinforcing primary data. Data collection techniques were carried out by means of interviews and documentation.
The results of this research show that Government Law Enforcement and the implementation of Satpol PP's duties in curbing lesbian, gay, bisexual and transgender (LGBT) activities have acted according to the applicable SOP, however there are obstacles by the Pekanbaru City Satpol PP starting from the difficulty of identification, as well as the perpetrators who run away before being caught in a raid, so the Government's role in enforcing existing laws must be more strict with the existence of regional regulations, starting from sexual guidance, providing sanctions, and administrative fines.
