Potensi Dan Strategi Pengelolaan Kawasan Konservasi Daerah (Kkd) Indragiri Hilir Provinsi Riau

Indragiri Hilir Regional Conservation Area in Riau Province has various high economic potential and can be sustainably utilized. Currently, the Indragiri Hilir Regional Conservation Area of Riau Province has been designated as a conservation area through the Decree of the Minister of Marine Affairs and Fisheries Number 107 of 2023 concerning Conservation Areas in Waters in the Indragiri Hilir Region of Riau Province with an area of 126,097.64 hectares. The effectiveness of conservation area management is determined by aspects and factors that come from within and outside the conservation area. To manage conservation areas effectively, the potential and management strategies of regional conservation areas become very important to maximize the benefits of a conservation area that supports sustainable fisheries.
The objectives of this study are to (1) identify the potential of the Indragiri Hilir Regional Conservation Area; (2) analyze internal and external factors in regional conservation area management (KKD); (3) formulate main strategies and alternative strategies for effective management of regional conservation areas in Indragiri Hilir Regency. The method used in this study is the survey method, the data collected consists of primary data and secondary data, the management strategy of the Indragiri Hilir Regional Conservation Area is carried out using SWOT Analysis and AHP analysis.
The results show that the potential of the KKD Indragiri Hilir area consists of human capital potential, natural resource capital potential, man-made infrastructure capital potential, social and economic capital potential. Internal factors in the management of regional conservation areas consist of community openness in improving an area, commitment of the Central Government, commitment of the Riau Provincial Government, commitment of the Regency Government, local wisdom, availability of natural resource potential, number of human resources, quality of human resources, coordination and communication, direction and regional development policies, legal instruments, and law enforcement. External factors consist of SDGs, government programs based on natural resource sustainability, corporate involvement in environmental management, corporate involvement in community empowerment, environment-based research and community service, sectoral ego and spatial ego attitudes, land degradation and ecosystem damage, economic liberalization and political interests, moral hazard actions by stakeholders. Through Quantitative SWOT Analysis, ten paired components with the highest scores were obtained as follows: increasing provincial government commitment through regional programs based on improving environmental quality; increasing central government commitment through national programs based on improving environmental quality; utilizing abundant natural resources through programs that can improve community welfare and natural resource and environmental sustainability; Increasing the commitment of the district government through regional programs that pay attention to environmental quality; Utilizing the community's openness to environmental improvement through community empowerment-based programs; building inter-regional cooperation in the form of joint programs for sustainable utilization of natural resources; increasing the commitment of the Riau Provincial Government to obtain international funding support; designing
regulations and legislation that can provide legal instruments (sanctions and rewards) as well as activities that can increase legal awareness; designing regulations and legislation (sanctions and rewards) that can increase the role of stakeholders in the global sustainable development movement (SDGs); increasing research and studies in the field of environmental law can strengthen legal instruments and public awareness.
