The crime of burning forest or land is a crime that must be fought comprehensively by each party. One of the efforts to retaliate against the perpetrators of forest or land burning is to impose the maximum possible imprisonment and fines, to deter those who commit these acts.
The main problem in this research is law enforcement against perpetrators of forest and land burning in the Tanah Putih Tanjung Melawan Police area and obstacles in implementing environmental crime sanctions for suspects of forest arson in the Tanah Putih Tanjung Melawan area
This research is classified as sociological legal research. namely research that wants to look at the correlation between law and society with the gap between dass sollen and das sein. Meanwhile, judging from its nature, this research is a complete, detailed and clear description of reality. This research was conducted in the Tanah Putih Tanjung Melawan District, Rokan Hilir Regency, while the population and sample were Police Chiefs, Heads of Units, Investigators. The data sources used are primary data, secondary data and tertiary data with data collection techniques using interviews and literature review.
From the research results, there are three main things that can be concluded. Firstly, law enforcement against perpetrators of forest and land burning in the jurisdiction of the Tanah Putih Tanjung Melawan Police is carried out in a preventive (prevention), repressive (action) manner. The preventive stages are carried out by: carrying out socialization on forest and land fires, mapping areas prone to forest and land fires, empowering indigenous communities, mitigation efforts, carrying out forest and land fire patrols, and preparing for fire extinguishing. Meanwhile, the repressive stage is carried out by prohibiting what is contrary to the law and providing law enforcement to the perpetrators. Second, there are five factors that influence law enforcement, namely the first, the legal rules or regulations themselves, officers or law enforcers, facilities and geographical conditions of the forest at the location. fires, people still adhere to the culture of clearing land by burning it. Third, the obstacles in enforcing the law against perpetrators of forest and land burning in the jurisdiction of the Tanah Putih Tanjung Melawan Police are First, Natural Factors, Legal Factors, Facilities and Infrastructure Factors.
