ABSTRACT
This research departs from various phenomena that are research problems, namely the high unemployment rate in Pekanbaru City in 2023, the decline in the labor absorption rate in Pekanbaru City in 2023, the low labor absorption rate in Pekanbaru City in 2023 which is only 0.2% and less. optimal implementation of Manpower Department programs in Overcoming Unemployment by the Pekanbaru City Manpower Service in 2023. The research was conducted using a qualitative descriptive method which aims to describe the phenomena that occur. Data collection techniques used in research are interviews, documentation, note taking and recording. The theory used is the CIPP Model Program Evaluation according to Stufflebeam "(Daniel L. Stufflebeam, 2017).
The results of this research show that of the 6 unemployment alleviation programs that have been implemented, there are 3 programs that have been implemented and 3 programs that have not been implemented in 2023. Those that have been implemented are the Job Fair program, the SIMANJA Application program and the Job Canvassing program and those that have not been implemented are the Padat Karya program. , Independent Workforce program and Competency Unit Training program. Several factors influence the implementation of these programs, namely; The Department of Manpower is not precise in allocating the budget so that several programs run as is without using the budget, lack of sufficient human resources and experts in implementing the program, inadequate facilities and infrastructure, lack of information about the program to job seekers, and minimal participation companies in the program.
Based on the results above, the evaluation point is that programs that have been running are continued and improved according to their respective constraints, especially the Job Fair or Job Fair program which provides the most effective and efficient impact in absorbing and reducing unemployment. Then, for programs that are not running, so that in the future they can be implemented, remembering that the essence of the program also plays an equally important role in overcoming unemployment.
