COLLABORATIVE GOVERNANCE IN HANDLING REFUGEES IN THE CITY OF PEKANBARU IN THE YEARS 2022-2023

ABSTRAC
Indonesia has become one of the transit points for refugees to their destination countries. Pekanbaru is one of the cities where there are a lot of refugees from different countries. Due to the large number of refugees in Pekanbaru there are some problems arising mainly in the areas of security, order, and landing is the occurrence of protests by the Refugees, traffic violations and use of vehicles illegally, the refugee who leave the accommodation and do not return, the security forces do not dare to denounce the refugee who is late to return, there is no time certainty related to resettlement by UNHCR.
This study aims to find out how the process of Collaborative Governance in the handling of refugees in Pekanbaru City 2022-2023.This research is descriptive research with a qualitative approach. Data types are primary and secondary data, primary data is obtained directly from the informant. Secondary data are supporting or reinforcing data. Data collection techniques are conducted by means of interviews and documentation. For data analysis techniques performed is qualitative data analysis inductive nature.
The results of the research show that before the formation of the task unit of the PPLN through the Mayor's Office No. 153 Year 2023 on the Mission Unit for the Handling of Refugees from Abroad in Pekanbaru City in the handling of refugees each stakeholder has not fully participated although already exists in the Law No. 125 Year 2016 more precisely there is no regulation that binds them. After the existence of the mayor's office No. 153, 2023 makes every stakeholder bound in carrying out the task of handling refugee and become better than before it was formed. The second in the application of the Collaborative Governance theory has gone well but there are still stakeholders who are still confused in their work. Then his collective activity began from the discovery to the refugee to the destination. The last collaborative success factor is almost perfect but for resources both quantity & quality of resources is still less so also with resources estimated.
