Analisis Pemenuhan Standar Indonesian Sustainable Palm Oil (Ispo) Pada Pekebun Swadaya Kelapa Sawit Di Desa Marga Mulya Kecamatan Rambah Samo Kabupaten Rokan Hulu Provinsi Riau
Indonesia, the world's largest palm oil producer, has challenges in the international world, namely negative competition and discrimination policies by the European Union implementing the European Union deforestation-fee regulation (EUDR). Indonesia's policy to overcome the challenges is to encourage the implementation of indonesian sustainable palm oil (ISPO) so that the Indonesian palm oil market becomes better. Independent smallholders play a major role in national economic growth but lag behind large plantations in ISPO certification. The purpose of this research is to analyze the fulfillment of Indonesian sustainable palm oil (ISPO) on independent oil palm planters in marga mulya village, rambah samo sub-district, rokan hulu district, Riau province. The types of data used in this research are primary data and secondary data. Primary data in the form of respondents' identities, oil palm plantations, conditions of application of ISPO principles and criteria for smallholders referring to the Minister of Agriculture Regulation No. 38 of 2020 concerning the implementation of sustainable oil palm plantation certification in Indonesia. The implementation of ISPO certification standards for smallholders consists of 5 principles, 21 criteria, 33 indicators and 74 verifiers. Secondary data is data obtained from agencies directly related to the research location, such as the Department of Agriculture, the Central Bureau of Statistics, and books related to research and previous research. From the results of this study it can be concluded that independent oil palm planters in Marga Mulya Village have not been able to meet the ISPO standard. The level of fulfillment of the first principle is compliance with laws and regulations with a fulfillment of 62.12% including the low category. The second principle is the application of good plantation practices with a fulfillment of 53.11% including the low category. The third principle is the management of the environment, natural resources and biodiversity with a fulfillment of 39.33% very low. The fourth principle is the application of transparency with a fulfillment of 21.60% including a very low category. The fifth principle is sustainable business improvement with a fulfillment of 63.41% including the low category. The average fulfillment of ISPO principles by independent smallholders is 51.45% of 74 verifiers categorized as low. There are no independent oil palm smallholders in Marga Mulya Village who can fulfill all ISPO verifiers..
