Influencing Performance with Organizational Culture as a Moderating Variable, Supervised by Nasrizal and Nur Azlina.
Based on the 2019 Health Profile report of Indonesia from the Ministry of Health Data and Information Center, it was found that the performance of Community Health Centers (Puskesmas) in Indonesia is still not optimal. It is evident that the national performance targets in the health sector implemented by Puskesmas in Indonesia are still far from the targets. For instance, basic health service efforts are targeted at 80.01% but have only been realized at 69.68%, and standard health services are targeted at 75% but have only been realized at 57.24%. Furthermore, the suboptimal performance of Puskesmas also occurs at Puskesmas Minas in Siak Regency, Riau Province. Many complaints are still found from the community regarding the performance of Puskesmas, which is considered to be lacking in providing services to the community.
This study aims to test and analyze the influence of Good Government Governance, Organizational Commitment, Internal Supervision, and Human Resource Quality on performance moderated by Organizational Culture. The population in this study was BLUD Community Health Centers in the Coastal Area of Riau Province, totaling 72 units. The sampling technique in this research used a saturated sampling method where the entire population was sampled. So the number of samples in this study was 72 BLUD Community Health Center units in the Riau Coastal Region. The data used are primary data sourced from questionnaires distributed to respondents. The data analysis technique used is Structural Equation Modeling (SEM) processed with the WarpPLS tool.
The results of the study indicate that Good Government Governance, Organizational Commitment, Internal Supervision, and Human Resource Quality have an influence on performance. Organizational culture moderates the influence of Organizational Commitment and Internal Supervision on performance, while organizational culture is unable to moderate the influence of Good Government Governance and Human Resource Quality on performance.
