Marriages in Muslim communities involve a dowry, which is a gift from the groom to the bride, whether in the form of goods, money or services that does not conflict with Islamic law. The dowry can also be paid in cash or deferred (debt). In this case, the husband was unable to pay off the dowry owed, even leading to divorce. Therefore, the aim of this thesis research is first, responsibility for the dowry owed. and second, Obstacles and Efforts to resolve the outstanding dowry dispute in Unte Mungkur IV Village, Kolang District, Central Tapanuli Regency based on the Compilation of Islamic Law.
Type of research can be classified as a type of sociological empirical research. The research location is Unte Mungkur IV, Kolang District, Central Tapanuli Regency, North Sumatra Province, while the participants and samples are all parties related to the problem being studied. This research uses data sources in the form of primary data and secondary data, and data collection techniques are carried out by interviewing Mr. Tamrin Lubis, Mrs. Ngatmi, Mr. Anda Siregar, and Mrs. Junita.
The results of the study, it can be concluded. First, the responsibility of Tamrin Lubis who has not paid off his dowry debt to Ngatimi's ex-wife until the breakup of the marriage and is also not responsible as a husband and father to Ngatimi and his children so that Ngatimi files a divorce lawsuit, then the responsibility of you siregar who has not paid off his dowry debt to his wife who should hasten the payment of the outstanding dowry, this is in accordance with the theory of Legal Expert Hans Kelsen who said that a person responsible for a particular act, which means he is responsible for a sanction in the event of a conflicting act. Second, obstacles to resolving outstanding dowry disputes in Unte Mungkur IV Village, Kolang District, Central Tapanuli Regency are in the form of incomprehension of legal procedures, financial limitations and economic problems, lack of legal awareness, lack of sense of responsibility who do not want to pay the dowry debt, and slowness.
