Resolusi Konflik Lahan Berbasis Kearifan Lokal Antara PT. Bukit Asam Tbk Dengan Masyarakat Penambang Emas Tanpa Izin Di Desa Semelinang Tebing Kecamatan Peranap Kabupaten Indragiri Hulu
This research is based on the phenomenon in Semelinang Tebing Village where there is Illegal Gold Mining (PETI) which does not operate on private land, but is located in the IUP (Mining Business Permit) location owned by a coal company, namely PT. Bukit Asam Tbk (PTBA) in this case it becomes a conflict between the PETI community and PT. Bukit Asam Tbk. The purpose of this study is to determine the role of local wisdom in resolving land conflicts between PT. Bukit Asam Tbk and the Illegal Gold Mining community and to analyze the resolution of land conflicts based on local wisdom between PT. Bukit Asam Tbk and the Illegal Gold Mining community in Semelinang Tebing Village, Peranap District, Indragiri Hulu Regency. This study uses a qualitative descriptive research method approach. The subjects in this study were the Village Head, Traditional Leader, PTBA Public Relations, Gold Miners, Pro Community, and Con Community. The types of data are divided into secondary and primary data. Qualitative descriptive analysis in this study is data obtained from interviews, observations and documentation collected and filtered so that conclusions can be drawn.
The results of this study indicate that the role of local wisdom in resolving land conflicts between PT. Bukit Asam Tbk and the Illegal Gold Mining community is by involving community leaders, both formal and informal, in Semelinang Tebing Village. Local wisdom plays a role in providing advice, understanding, direction and solutions to the PETI community, but cannot impose sanctions. All local wisdom processes in resolving conflicts are carried out through deliberation without any violence, either verbal or physical. Resolving land conflicts between PT. Bukit Asam Tbk and the Illegal Gold Mining community in the form of deliberation and consensus based on local wisdom guided by humanitarian values in the form of tolerance and social concern. Regarding PETI activities carried out by the Mining Community on PTBA land, the community refuses to be legalized because of complex problems. The conflict between PTBA (Dominant) and the PETI community (Subordinate) illustrates the structural conflict between dominant and subordinate groups in the struggle for resources and authority. Dahrendorf's analysis shows the complexity of this conflict, including structural, socio-economic, and cultural dimensions. The resistance of PETI communities through illegal mining activities represents an attempt by subordinate groups to change the authority structure.
