This research is motivated by the high number of stunting in Indonesia which affects the quality of Human Resources (HR) in the future. Stunting is a growth disorder that is mostly caused by nutritional problems. The aim of the research is to analyze and describe policy implementation and identify obstacles in its implementation using George Edward III's theory seen from the aspects of communication, resources, disposition and bureaucratic structure. This research uses a qualitative method with a descriptive approach. The results of this research show that communication between implementing agencies has been going well, but communication with the relevant communities has not been optimal. Limited human resources with the amount of expertise related to special sub-fields and infrastructure resources that are not yet adequate to serve the community in accelerating stunting reduction. Employee attitudes are good and disciplined, but there are no incentives that provide employee enthusiasm and a bureaucratic structure with the role of local government that can facilitate the process of achieving policy goals and objectives. Factors that hinder the implementation of this policy are the role of government and community participation.
