The research method in this thesis uses a type of sociological legal research, namely research on the effectiveness of laws that live in society. The nature of this thesis research is descriptive research that describes systematically, facts and characteristics of the object under study precisely. The data collection technique in this research is the interview method, questionnaires, and literature review. Then after the data is collected, it is analyzed to draw conclusions.
Based on the research conducted, the rights of workers include decent wages, overtime pay, the right to rest, the right to leave along with benefits, special rights for female employees, social security, occupational safety and health (K3), dismissal and severance pay, education and job training, anti-discrimination policies. The research found that the rights that were implemented included only the right to get a work break. While the rights that are still not maximally implemented include: decent wages, overtime pay, the right to leave, special rights for female employees, social security, occupational safety and health (K3), dismissal and severance pay, education and job training, anti-discrimination policies in accordance with Article 77, Article 79, and Article 88 of the Job Creation Law and Article 9, Article 84, Article 86, and Article 93 of the Manpower Law. Obstacles in the fulfillment of workers' rights in mobile phone shops in Dumai City are caused by the existence of wages below the minimum wage, the absence of wage increases, working hours that exceed the time limit, the absence of adequate rest time, unclear rights and obligations caused by the absence of a written agreement, the lack of ability of employers to fulfill workers' rights, the difficulty of getting work leave, the absence of social security, the absence of education and job training and the lack of policies regarding occupational safety and health. Efforts can be made in the form of counseling and education, work scheduling so that schedules are more flexible, providing written agreements, applying appropriate wages, training and skills development, and the existence of social security.
