Peran Kelembagaan Dalam Pemanfaatan Sumber Daya Hutan Di Hutan Adat Ghimbo Pomuan Kabupaten Kampar Provinsi Riau

Local communities have regulations (institutions) for the use of forest resources in the Ghimbo Pomuan Customary Forest. However, these regulations were ineffective, resulting in deforestation, therefore changes were made to the regulations regarding the use of forest resources. This research aims to identificate the institutional form or rules, identificate the institutional sustainability, and analyzed the institutional role of the forest utilization in Ghimbo Pomuan Customary Forest. This research use qualitative descriptive approach and analysis of institutional sustainability by using Ostrom 1990 8 principles. This research use qualitative approach, the primary data is collected by observation and in-depth interview and the technique that used is snowball sampling.. The result of this research shows that Ghimbo Pomuan Customary Forest have 4 institutional, that are: (1) Prohibition on cutting down trees (2) Prohibition on encroaching on land (3) Prohibition on burning down forest and (4) Prohibition on hunting protected animals. Based on institutional sustainability analysis, institutional in Ghimbo Pomuan Customary Forest have suitability with the principles by Ostrom (1990). However, institutional in Ghimbo Pomuan Customary Forest have not regulate about forest utilization related to: areal boundary, user boundary, and time of utilization. Institutional in Ghimbo Pomuan Customary Forest have role in changing people’s behavior and maintain the sustainability of forest resources.
