Pembatasan Subsidi Bahan Bakar Minyak Dalam Rangka Penyehatan Anggaran Pendapatan Dan Belanja Negara (Studi Tentang Penguatan Konsep Negara Kesejahteraan di Indonesia)
Fuel subsidies in Indonesia have long been a subject of debate. Although aimed at improving public welfare, this policy has given rise to various problems, such as fiscal burdens, misallocation, and environmental damage. This study aims to evaluate the fuel subsidy policy in the context of a healthy state budget and efforts to realize a welfare state in Indonesia.
This research employs a normative legal approach by analyzing legislation, official government documents, and relevant literature. The findings indicate that the fuel subsidy policy has not been fully effective and efficient, and is not in line with the principles of a welfare state. Fuel subsidies tend to be enjoyed by the affluent, while the poor receive minimal benefits.
Therefore, a comprehensive and sustainable reformulation of the fuel subsidy policy is required. This reformulation must adhere to the principles of social justice, efficiency, and sustainability, and consider policy alternatives such as direct subsidies, fiscal instruments, and the development of renewable energy. The implementation of good governance and checks and balances mechanisms is also crucial in the reformulation of fuel subsidy policies..
