ABSTRACT Law enforcement is a means of realizing the law envisioned by the law makers. Enforcement of criminal law against foreign nationals who practice prostitution in Pekanbaru is an important issue in maintaining security and public order, as well as maintaining Indonesia's image in international eyes. This research aims to analyze how criminal law enforcement is applied to foreign nationals involved in prostitution practices in Pekanbaru. The method used in this research is sociological law with a statutory and case study approach and uses criminal theory and law enforcement theory. The results of the research show that even though there is a legal framework that regulates criminal acts of prostitution, law enforcement against foreign nationals who commit criminal acts of prostitution in Pekanbaru City has not been carried out optimally, this is because the existing regulations still do not specifically regulate the sanctions that can be imposed. given to foreign citizens, this is also reinforced by the lack of regional regulations that regulate criminal sanctions for prostitution crimes in the Pekanbaru City environment. Then there are various obstacles in applying the law to foreign citizens, including administrative obstacles, differences in the legal system, and difficulties in tracking and deportation. . Apart from that, the lack of coordination between law enforcement agencies is also a factor that influences the effectiveness of law enforcement. This research recommends increasing international cooperation, stricter law enforcement, and revising relevant laws and regulations to strengthen the handling of prostitution cases by foreign nationals.
