Kebijakan Pemerintahmewujudkan Pembauran Energi Baru Terbarukan Di Provinsi Riau Tahun 2016-2023
The issue related to the climate crisis caused by greenhouse gas emissions and the diminishing quantity of fossil energy resources represent a situation that requires special attention from the government. Various demands and support from global governments, national regulations, the private sector, as well as society and the environment, have become inputs that should be converted into a process phase by the government in order to produce output in the form of political policies aimed at optimizing the integration of new renewable energy. This study is oriented to analyze the government's policies in realizing the integration of new renewable energy in Riau Province from 2016 to 2023.
The research was conducted using a qualitative method, described descriptively, based on purposive sampling interview techniques and documentation for data collection. The data analysis techniques applied are data presentation, data reduction, data verification, and conclusion drawing. The theory used as the foundation of this research is the systems theory proposed by David Easton. In this theory, Easton explains that a policy is a form of political reaction by the government, generated based on pressures, interests, and support arising from the environment. Easton theorized this system through a cyclical pattern with indicators of input, process, output, and feedback.
The results of the study show that the policy of integrating new and renewable energy in Riau Province has been pursued by various involved actors, including the Memorandum of Understanding (MoU) between BPPT as the central government and the private sector, such as PTPN V in the development of the Terantam POME Biogas Power Plant, as well as the local government of Riau Province, which has produced various political policies, such as Riau Provincial Regulation No. 2 of 2022 on the Regional Energy General Plan for Riau Province 201-2050, Riau Governor Regulation No. 9 of 2021 on Green Riau, and Riau Governor Regulation No. 56 of 2022 on the Low Carbon Development Plan. However, these policies have not been optimally implemented by the local government of Riau Province due to various underlying obstacles. Therefore, the suboptimal implementation of these policies has generated various feedbacks that could trigger new inputs, and thus the policy runs in a cyclical pattern.
