Collaborative Governance Dalam mewujudkan Kota Layak Anak Di Kota Pekanbaru Tahun 2021-2023
The Child-Friendly City/District Program is an initiative introduced by the Ministry of Women's Empowerment and Child Protection in 2006. This policy aims to build a development system based on children's rights through collaborative commitment between the government, society, and the business sector. This approach is designed sustainably, with the aim of ensuring the fulfillment of children's rights in every policy, activity, and program implemented. The Child-Friendly City Policy in Pekanbaru City is motivated by the increasing violence every year, making it a major challenge for stakeholders of the Child-Friendly City to be able to optimize the realization of a Child-Friendly City in Pekanbaru City in 2021-2023. The purpose of this study is to examine Collaborative Governance in Realizing a Child-Friendly City in Pekanbaru City in 2021-2023.
The research was conducted using a qualitative method described descriptively, based on data collection techniques through purposive sampling interviews and documentation. The theoretical foundation of this study is the collaboration process theory by Ansell and Gash (2008), which emphasizes the importance of face-to-face dialogue, building trust, commitment to the process, shared understanding, and interim outcomes. The researcher applied the data analysis technique proposed by Miles and Huberman in Indarawati (2018), which consists of three components: (1) data reduction, (2) data presentation, and (3) conclusion drawing or verification.
Based on the research findings, efforts to realize a Child-Friendly City (KLA) in Pekanbaru for the 2021-2023 period have not been optimal due to weak collaboration among stakeholders. Face-to-face dialogues have not been conducted regularly, hindering communication and reducing trust among team members. Stakeholder commitment also remains low, as evidenced by the presence of cigarette advertisements in public areas, which contradict the objectives of the KLA. Although Mayor’s Decree No. 449 of 2021 is in place, shared understanding has not been followed by effective synergy due to the absence of an MoU among stakeholders. The stagnation of the Nindya category for three consecutive years highlights the need for stronger coordination and commitment to achieve the goals of a Child-Friendly City.
