Implementasi Indonesian-Japan Economic Partnership Agreement (IJEPA) Di Bidang Ketenagakerjaan Di Provinsi Riau
The Indonesian-Japan Economic Partnership Agreement (IJEPA) is a bilateral cooperation encompassing various sectors, including employment. One of the key implementations of this agreement is the deployment of Indonesian migrant workers (PMI) to Japan, particularly in the healthcare sector as care workers and nurses, under a Government-to-Government (G to G) Memorandum of Understanding (MoU) scheme. Japan faces a labor shortage crisis, especially in the healthcare sector, due to demographic challenges, while Indonesia struggles with unemployment and the allocation of nursing personnel, including in Riau Province. This study aims to describe the role of the Riau Provincial Government in supporting the national commitment to the IJEPA agreement in the labor sector.
This study employs a descriptive qualitative approach, utilizing primary and secondary data collection techniques. It applies theories of nation-state level analysis and bilateral labor cooperation theory to understand Indonesia’s and Riau Province role as a labor-sending entity in the implementation of IJEPA, facilitating the deployment of PMI from Riau to Japan as the receiving country.
Based on the research, the author obtained the results that the implementation of the G to G IJEPA scheme in Riau Province involves the coordination central and provincial government with BP3MI Riau and LPK Japanese starting from socialization, document verifiers, to written test facilitators and Medical Check Up I, ensuring a more optimal regional outreach. Furthermore, through the collaboration between KP2MI/BP2MI and JICWELS Japan, which focuses on PMI G to G protection during their stay in Japan, BP3MI Riau also plays a role in handling complaints from PMI G to G IJEPA from Riau.
