Evaluasi Kinerja Dan Pemanfaatan Jembatan Penyeberangan Orang (Jpo) Di Kota Pekanbaru
ABSTRACT
Pedestrian Overpasses (JPO) are essential facilities designed to ensure pedestrian
safety when crossing roads, particularly on sections with heavy traffic flow.
However, in the city of Pekanbaru, the utilization rate of pedestrian overpasses
remains relatively low. This study aims to evaluate the performance and utilization
level of pedestrian overpasses based on the 1995 Bina Marga Standards, as well as
to identify the factors influencing their usage. The research methods employed
include field surveys, direct observation, and questionnaires distributed to
pedestrians around the overpass locations. Respondents of this study consist of
pedestrians who use the pedestrian overpasses. Traffic volume data collected were
analyzed to assess the effectiveness of the overpasses, while respondents’
perceptions were processed using the Importance Performance Analysis (IPA)
method to identify variables requiring improvement. The findings indicate that
technically, most pedestrian overpasses meet structural and functional feasibility
criteria. However, shortcomings remain in terms of comfort, accessibility, and
aesthetics. Regarding effectiveness, the pedestrian overpasses at Living World
(84.55%) and RS Awal Bros Sudirman (82.25%) achieved the highest effectiveness
scores, categorized as effective since they exceed the >80% threshold. In contrast,
the overpasses at Ramayana STC (39.80%) and MTC Mall (54.54%) were
categorized as only moderately effective, as they failed to reach the minimum 80%
effectiveness threshold. Factors such as additional walking distance, the physical
condition of the overpasses, and pedestrian behavior were found to significantly
influence utilization levels. Recommendations include improvements in design, the
addition of supporting facilities, and raising public awareness regarding the
importance of using pedestrian overpasses for safety.
