Riau Province is one precinct that has natural resources in abundance. The condition was directly aligned with the number of crimes in the field of conservation of natural resources particularly the crime of trafficking in illegal wildlife . Although there have been rules that govern the Act No. 5 of 1990 On Conservation of Natural Resources and Ecosystems , yet the crime persists . Throughout the year 2012 there has been 10 cases of illegal trade of protected wildlife in the province of Riau . Riau police as law enforcement agencies should be able to reduce and enforce the law against the perpetrators of the crime, so that the crime can be reduced and reduced . The purpose of this thesis : first , How Riau Police role in law enforcement against criminal illegal trade of protected wildlife in Riau Province , secondly , What are the obstacles faced in the Riau Police enforcement against criminal illegal wildlife trade protected in Riau Province , three , What are the efforts made to overcome the Riau Police constraints in law enforcement against criminal illegal trade of protected wildlife in the province of Riau .
This type of research / juridical approach used is empirical or sociological research . The research was conducted in Ditreskrimsus Riau Police , while the population and the sample is a whole party relating to the overall problems examined in this study . Source of data used are primary data , secondary data and data tertiary . Data collection techniques in this study were interviews and kepustakaaan studies and for data analysis technique used is a qualitative manner.
From the results of research conducted concluded First , Riau police role in enforcing the law against the crime of trafficking in illegal wildlife in Riau Province is by taking action Pre - emptive , preventive and repressive . Second , constraints faced in implementing law enforcement include: financial constraints , infrastructure , society , neat and organized crime involving international network , human resources and lack of law enforcement officers . Third , efforts of the Riau Police to propose incremental cost operasioanl , a relationship of coordination and cooperation with relevant institutions , society , NGOs / NGO and Association PERBAKIN , and internal improvements . Advice Author , First , in realizing its role as law enforcement officers , the Riau Police are expected to be consistent in carrying out its role both in terms of Pre - emptive , preventive and repressive . Second , to overcome the obstacles in law enforcement need to improve the coordination function , various functions of the internal unity and consistently and continuously . Third , the efforts made to overcome the obstacles in law enforcement to be more focused and enhanced.
