The practical challenge is how to enhance the effectiveness of school performance collaboratively through a clear division of tasks between the school and parents of students who are supported by information distribution system, gather information and choose many alternative ideas from many parties to develop a quality policy through a joint decision. Its implementation is always based on the efforts of increasing participation and collaboration in planning, execution of daily activities, improve the quality assurance of service so that schools can meet the consumer satisfaction. The strategy is a means used in running the Organization so that what you want for your organization is achievable with the mission and objectives of the organization. While the development of the organization is a long-term effort to improve the process of problem solving and renewal of the Organization, especially through the management culture of the Organization a more effective and collaborative with a special pressure on formal cultural work team with the help of a catalyst of change, introduction and use of scientific theory and applied technology keperilakuan, includes research activities. According to Harold Leavitt organization development strategy has four indicators, namely: tasks, structure, human and technology. This research was carried out in SMA Negeri 1 Kuantan Singingi Hilir Regency Kuantan, where the research subject is headmaster, teachers, Office of education, the School Board, School Committee and caregivers. Data collection was carried out with the technical interview and observation, after the data is collected and then analyzed using qualitative descriptive analysis. The results obtained that the implementation of school-based management in SMA Negeri 1 Kuantan Hilir in terms of tasks, structure, human beings and technology can be concluded either. Whereas the implementation of school-based management in SMA Negeri 1 Kuantan Hilir influenced by factors external and intenal organization.
