The implementation of regional autonomy significantly changed the status and the authority of head regional. Regional laws provide local areas an opportunity to take care of themselves. The governor plays an important roles in the government unfortunately, autonomy did not run smoothly. This position causes several problems such as many head region lodged the legal issues. As a result they have to be replaced by succecors or also known as acting Head of the Region. The aim of this research is to determine the procedures and the requirements acting head of replacement as well as the limitation and the authority of the succesors. It also proposes the consequencies of exceeded the authority.
The results showed the term used succesors to replaced regional head (governor, regent, and mayor), when the regional head and regional deputy vocant in the same time, their authority are limited into 4 rules: ban staff moving, cancel the agreement issued by the officers before or issue a license contrary to the previous one, create a regional expansion and policy they are contrary to the previous developments and policy programs. When exceeded the authority is proven, the act of head region can be dismissed.
