This study aims to describe the implementation of market management in Ujungbatu district of Rokan Hulu regency. This policy is implemented as goverment efforts of Rokan Hulu regency to manage the goverment administration problems in every district under the head of Rokan Hulu regency in market management field to achieve the aims that have been planned. Contained in the agenda of Regents Regulations No. 31 of 2008 about delegation of authority management and market development to the district. The succes of a program or policy program can be achieved by implement the policy based on a teory that proposed by George C. Edward III suggests that there are four factors that influence the succes of a policy. The benefit of this study is a information material that how can the policy implementers act in implementing the policy that have been present on market management in Ujungbatu district so it will provide an input to the goverment especially to the policy implementer and to know the shortcomings and obstacles that occur.
The method used in this study is qualitative methods that is data can’t be realized in the form of numeral but rather in the form of an explanation that describe the shape of the state, process, certain events. Data collection techniques using interview techniques and documentation.
Result of the qualitative descriptive data analysis from the implementation side is market management policies in Ujungbatu district of Rokan Hulu categorized has been successful. This is evident from a comparison between the target and the realization in the market retribution, the absence of guidance provided to the market management, the absence of strict sanctions for merchants who pay late or do not pay the market retribution, low market awareness trader in pay the retribution market.
