Pelaksanaan Mutasi Pegawai Negeri Sipil Di Kabupaten Kampar Tahun 2014 - 2015
Reform of bureaucracy, power source quality of civil servants is very necessary in optimizing the implementation of the basic tasks and functions of Government and service excellence. Thus, every employee should be given the opportunity and are encouraged to do self development then any instances of mandatory facilitate by providing facilities and self development as intended. Further, the self development stunted due to low law enforcement (a weak policy enforcement) on Principal Employment legislation cause mobility of civil servants also became limited to that can directly undermine the unitary State Republic of Indonesia as a whole. Mutation or transfer is a transfer of jobs a person within an organization who have the same level of level of job positions before experiencing the move work. Mutations or rotation of the work done to avoid overloading employees on routine work that sometimes boring and has the function of other destinations so that a person can master and mastered another job in a different field in an organization.
Problems in the study is how the implementation of a mutation of the civil servants in the District of Kampar by 2014-2015 and affect factors. Whereas the purpose of this research is to know the implementation of the civil servants in the mutation of Kampar by 2014-2015 and the factors which figure it out. The mutation is defined as a change regarding the transfer of work or other Office/with hope on new Office that he will be more developed. Tigas base system exists in assessing the implementation of mutation i.e. the seniority system, a merit system and spoil the system. While the factors that affect the implementation of the mutation that is logical or rational factors, psychological factors and sociological factors.
This research was carried out on the body of the Staffing of the Regional District of Kampar, where the informant is the employee who was demoted in Kampar Regency in the period 2014 — 2015. Method in the selection of informants used techniques snowball sampling. Data collection is done by observation, interview and documentation. After the data are collected with qualitative dekriptif method is analyzed.
The research found that the mutation of the implementation of the civil servant in Kampar 2014 — 2015, which is reviewed from a seniority system, a merit system and spoil system is still running with less good.
