Law enforcement is a process for the enforcement of remedies, or functioning of legal norms to guide behavior in real traffic or legal relations connected with the community and state . Law enforcement can be viewed from two angles , namely in terms of subject and object . Law enforcement against criminal acts of theft bird's nest in the police jurisdiction Indragiri Downstream resort has done well even though there are still deficiencies that must be addressed due to the fact that many law enforcement theories that are not in line with the practice in the field . Based on this understanding , the thesis statement is formulated three issues , namely : first , how law enforcement against criminal acts of theft bird's nest in the police jurisdiction Indragiri Hilir resort ? Secondly , what obstacles encountered law enforcement in addressing the crime of theft bird's nest in the police jurisdiction Indragiri Hilir resort ? Third , what law enforcement efforts in overcoming obstacles to theft bird's nest in the police jurisdiction resort Indragiri downstream ?
The research method in this study , first , the type of sociological and legal research is descriptive . Second , the location of the study area resort Indragiri Hilir law . Cracked the data , supported by the primary data source , secondary data sources and tertiary sources of data . Third , the data collection techniques used were interviews , and review of the literature . After the data collected was then analyzed qualitatively , and then draw conclusions with deduktitf thinking method is to analyze the problems of the general form to a specific shape .
From the research, there are three basic problems that can be concluded , first , law enforcement against criminal acts of theft bird's nest in the police jurisdiction resort Indragiri Hilir already well underway but there are still shortcomings that must be addressed . Second , the constraints of law enforcement in addressing the crime of theft bird's nest in the jurisdiction Indragiri Hilir resort include : human resource factor , , facilities and infrastructure and lack of public participation . Third , law enforcement efforts to overcome obstacles to the crime of theft of bird's nest in the police jurisdiction Indragiri Hilir resort include : preventive measures and repressive efforts .
