The implementation of the population policy administration vulnerable population which communications submitted by the Office of poorly understood by the public , the staff were less proficient in civil registry documents , the attitude of the employees were proud and arrogant and bureaucratic structures or SOP inadequate.The purpose of this research is to analyze the implementation of the policy and the factors which influence The implementation of the population policy of the vulnerable population department of population and civil regristation district Kampar.
This research used policy implementation theory by Van Mater Van Horn, this theory consists of six variables that include standard and obective, policy resources, activites between organization and executive activities,implementing agencies characteristics,economic, social and politic condition and the dispositions.The theory used in this study implementation of George Edward III who said the success of the implementation is determined by four factors 1. Communication . 2. Resources 3. Disposition . 4. The bureaucratic structure . This study used a qualitative approach using purposive sampling
The result of this research shows that The implementation of the population policy of the vulnerable population department of population and civil regristation district Kampar based on the interviews with employees of the administration vulnerable population,people who have vulnerable administration, people who have not vulnerable administration, district, RT, RW that the implementation of the population policy of the vulnerable population at department of population and civil regristation district Kampar is not optimal It is seen from the data collection team which is not provided by the departement of population and civil regristation for vulnerable population administration, lack of SOP, lack of the employees and also lack of the facilities to support the work which make it is very hard to coordinate the population who come and move from the district.
