This study aimed to analyze and examine the extent to which people's role in disaster prevention and control fires in the eastern districts of dumai . The method used in this research is qualitative method. primary data collection through direct interviews based documentation.

The results showed that the role of theRegional Disaster Management UPT. Firefighters in the prevention and control of fire disaster in the eastern districts of Dumai can be said is still low. this is evidenced in the indicators of the education, facilitation and consulting role can be categorized quite good, socialization and communication well and always got a positive response in the growth of educational socialization fire prevention and suppression.

while the role of Disseminationof Innovation ( give information and innovation) and the advocacy role categorized less well characterized constraints found in the Survey place, including delays in information provided by the people's to the firefighters and people,s actions were low in taking a decision do fire prevention , while the role of supervision and monitoring and evaluation considered good, the presence of which indicated the role of caring attitude and involvement as a society that has a social responsibility to help each other. So, as well as giving out an assessment of the fire fighters units are already providing counseling and socialization to the people's.
