Increase the flow of foreigners into the territory of the Republic of Indonesia, especially in Riau cause many negative effects, one of which is the emergence of various forms of crimes committed by foreigners. The problem in this thesis is the investigation of how the implementation of foreigners who commit crimes within the jurisdiction of Police Riau? what are the obstacles faced in the implementation of the investigation against foreigners who commit crimes within the jurisdiction of Police Riau? and efforts to what can be done to overcome the barriers in the implementation of the investigation against foreigners who commit crimes within the jurisdiction of Police Riau? The purpose of this study is to investigate the implementation of the investigation against foreigners who commit crimes within the jurisdiction of Police Riau, to know the obstacles encountered in the implementation of the investigation against foreigners who commit crimes in the Riau provincial police jurisdiction, and to know the efforts that made in overcoming obstacles in the implementation of the investigation against foreigners who commit crimes within the jurisdiction of the Regional Police Riau. The method used is the method of empirical juridical or legal research sociology 2 Data sources supported by legal materials, namely : data is the primary law and secondary law of the data, the data is divided into 3 secondary law, namely : primary legal materials, legal materials and secondary and tertiary legal materials. While data collection techniques related to the problem to be studied with interviews and literature. Once the data is collected and analyzed qualitatively to answer the problem in this thesis. Based on the results of the investigation showed that the implementation of foreigners who commit crimes within the jurisdiction of the Police Riau to follow the laws in Indonesia, where the family of a foreigner in the country of origin rarely get a copy of the arrest and detention letter, in the implementation of the investigation against foreigners in Police Riau jurisdiction is not running as it should be because there are several obstacles in its implementation. The obstacles are : investigator uneducated strata of the law, the investigator is not mastering a foreign language, infrastructure and budgets are minimal, the absence of representatives of all foreign countries in Riau Province, the difficulty of finding a certified linguists and external diplomatic pressure. Efforts that can be done to overcome these barriers are : giving permission for the investigator to follow the lectures, educational proposes to Sebasa Police to investigators, using private completeness, as well as the proposed increase in operating costs to the Head of Planning Police Riau ask for help communication with National Police and Interpol NCB Indonesia, a language translator to ask the institutions and foreign language training courses and conduct investigations in a professional manner.
