Legally the government already has a handle law to combat the crime of prostitution is regulated in the Criminal Justice Act of decency offenses , in addition to the city of Pekanbaru has had a Regional Regulation No. 5 of 2002 concerning public order . Investigators police investigation should take action , but in fact the data from the police is not comparable with the reality that occurs in society . Until now more commonly found in places where prostitution is still operating outside localization teleju that had been closed . Based on this understanding , the thesis statement is formulated three issues , namely: First, the implementation of the Crime Investigation Jurisdiction Police Prostitution in Pekanbaru City Hotel Post- Closure Localization Teleju , Second , barriers found in the implementation of the Crime Investigation Prostitution in Police Jurisdiction Resort Pekanbaru Post- Closure Localization Teleju , Third efforts are being made to overcome the obstacles in the implementation of the Crime Investigation Jurisdiction Police Prostitution in Pekanbaru City Hotel Post- Closure Localization Teleju
The research method in this study , first , the type of sociological and legal research is descriptive . Second , the location of the jurisdiction of the police investigation resort town of Pekanbaru . Data sources , supported by the primary data source , secondary data sources and tertiary sources of data . Third , the data collection techniques used were interviews and review of literature . After the data collected was then analyzed qualitatively , and then draw conclusions with deductive thinking method is to analyze the problems of the general form to a specific shape .
From the research, there are three main problems that can be inferred . First, the implementation of investigations conducted by conducting searches , seizure of evidence , arrest and detention based on the existence of a report from the public about the prostitution received a Police party that has been disturbing people around , or regular raids conducted by the Police Pekanbaru . Second , Obstacles encountered in the implementation of criminal investigations of prostitution because of weak laws governing prostitution , lack of data collection and dissemination , and lack of community participation in combating prostitution . Third , efforts are being made to overcome the obstacles in the implementation of criminal investigations prostitution by conducting preventive and repressive measures , preventive measures are undertaken prior to handling criminal acts of prostitution , while repressive measures or a reduction efforts aimed at someone who has become evil or those who already committed the crime of prostitution . Advice Author , First , To the people Pekanbaru , in this case in order to give more attention to the practice of prostitution and reported to the authorities , the Second , to the Government of Pekanbaru that create jobs so as to improve the economy of the community and prevent the crime of prostitution . Third , Police Resort To Pekanbaru in this case as law enforcement officers in order to better coordinate with the government and local communities in preventing and tackling crime of prostitution in Pekanbaru Police jurisdiction , so as to create a comfortable situation in the community .
