Penerapan Badan Layanan Umum Daerah (BLUD) Pada Puskesmas Di Pekanbaru
In order to maximize the role of health centers in providing services to people in many areas, nowadays, all the health centers in the city of Pekanbaru has implemented the Financial Management Public Service Board (PPK-BLUD). However, the health center is still encountered many obstacles starting from service quality, limited funds and operational aspects of management and other health centers. Therefore, this study aims to determine the strengths and weaknesses of the BLUD program, and the opportunities and threats that will be arise in the implementation, so later there will be a formulating strategic plan in developing the implementation BLUD in health centers in Pekanbaru.
This study is a qualitative descriptive study that conducted on 20 (twenty) clinics in the city of Pekanbaru. Technique of collecting data is distributing the questionnaires to 20 heads of health centers and 6 structural officials Riau Provincial Health Office and the city of Pekanbaru. Validity and reliability test were made before the data used as the basis of a SWOT analysis (Strength, Weakness, Opportunity, and Threat). SWOT analysis results are summarized in Table Internal Factors Analysis Summary (IFAS) and External Factors Analysis Summary (EFAS), and continued with Internal and External matrix (Matrix I-E).
The analysis results are:(1) Nowadays, the strength in healthcare Pekanbaru are shown by Human Resources, Operations, Finance and Marketing variable. Things that still need attention are quantity, quality, and qualification of non-medical workforce and budget health center.(2) The external variable such as economic, law, social culture, and technology have significant opportunity in implementations of BLUD in health centre. However, indicators of population, people’s behavior, and the communication technology development still need attention so will not be a threat for the implementation of BLUD in health centre. (3) The strategic plan that can be formulated by looking position of Health Center in Pekanbaru in the matrix I-E on the Present and Future, is at grow and develop (grow and develop) position. For that reason, the most appropriate strategy for health center in Pekanbaru is developing new product strategy and improving the quality of the products or services. Such as, developing priorities flagship program at the health center in accordance with the conditions of each health centers area and improving the quality services that already exist, such as developing mobile health clinics, inpatient care, occupational health, and improving the performance of services towards professional and quality service.
