The objective of this research is found the influence the knowledge of the budget, the background of board members, public policy transparency, the community participation and the accountability towards the regional financial supervision in Pekanbaru. Population in this research is all member of DPRD Pekanbaru, which amounts to 45 peoples. The sample in this research is the member of Budget Agency (Banggar) DPRD Pekanbaru as many as 15 people and Budget Committee of 20 people so that the sample amounted to 35 people. To determined sample number in this research use purposive sampling method. Data analysis using multiple linear regression model. Based on the results of the research are the knowledge of DPRD members influenced 0,281, the background of DPRD members influenced 0,518, transparency of policy influenced 0,469 and accountability influenced 0,296 on budgetary control in Pekanbaru. But the participation of the community has no affect the budget control in Pekanbaru. The coefficient of determination obtained is equal to Adj. R2 = 0.650. This means that the budgetary control is influenced by the knowledge of DPRD members, the background of DPRD members, transparency of policy, public participation and accountability while about 35% influenced by other variables.
