Official cars used by the apparatus of government is part of the implementation of government procurement. Goods are objects in various shapes and descriptions, including raw materials, semi-finished goods, finished goods or equipment, which in the past procurement procedures to be followed one of which is management. The purpose of this study was to determine the management of official cars is undertaken by the Government Asset Pekanbaru and to mengtahui inhibiting factor in the implementation of the management of official cars. This type of research is an empirical study of juridical law, namely by melaukan approach to the problems examined with real legal nature or in accordance with the reality on the ground. In this research directly to conduct research on the location or point studied. The research was done in Pekanbaru City Government Property Agency, while the sample population is a whole party with regard to the issues examined in this study, the source of the data used is primary data, secondary and tertiary. Data collection techniques in this study was the observation, interview and literature study. From the research, there are two fundamental problems that it can be concluded. First, the agency has not oiptimal asset in managing the official car used by government officials of the city of Pekanbaru. Second, obstacles in the management of official cars among others in data collection related to the official car itself. Advice writer, first, is expected to be made a special rule regarding the collection of official cars so that there is no official car of excess or less in each SKPD. Second, the government is expected to impose sanctions that have a deterrent effect for officials of the official car users do not follow the standards and procedures.
