The use of the public road as parking facilities funded to regulate parking area and increase revenue of Pekanbaru City. However, the retribution revenue of Parking area in the Pekanbaru city was instability due to increased and decreased and can not the achieve the targets. The target of parking retribution that regulated by the Department of transport, communications and Informatics was far from retribution potential. The practice of the illegal parking is one of the causes of instability of the parking income. The purpose of this research is to know the factors that affect the implementation of the public road as an object of the Parking retribution revenue in the Pekanbaru city.
In the theory of Edward III, there were four factors that affect the implementation that communications, resources, disposition, and bureaucratic structure. The research used qualitative descriptive method with the purposive sampling technique. Informants in this study are the Department of transportation of communications and Informatics of the city of Pekanbaru, Coordinator of the parking area, the users of parking service and the public.
The results of this research shows that the factors that affect the implementation of public road as object of the Parking retribution revenue in the Pekanbaru city has not been successful. This can be seen from the communication where there is bad communication between the institution policies, the lack of resources in waging the policy as well as less strictly speaking the attitude of organizers of the parking policy in the public road. This policy causes an injustice to the target policy, because policy providers don’t understand with their responsibility.
