Basically the discipline soul absolutely must-have, implanted and nurtured by every civil servant as a bureaucratic apparatus in the implementation of a wide range of day-today routines, it is given the eratnya relationship between the discipline in the work with the motivation to work-promoted productivity and excellent service in a society that is also the goal of the reform of the bureaucracy. Problems in the study is how the implementation of the regent regulation number 65 of 2015 about nforcement of the discipline of employees in the public works department of pelalawan regency and factors that affect the implementation of the regulation number 65 of 2015 about enforcement of the discipline of employees in the public works department of pelalawan regency. Whereas the purpose of this research is to find out and analyze the implementation and factors that inhibit the implementation of regent regulation number 65 of 2015 about enforcement of the discipline of employees in the public works department of pelalawan regency.
Implementation is the process of ensuring the implementation of a policy and the achievement of the policy. Ripley and Franklin describes the implementation of the policy can be seen from the level of compliance and smooth procedures routine. This research was carried out on the public works department of pelalawan regency. Informants in this study consisted of key informant and the informant. Data collection research done with observation and field interviews, after the data have been collected and then analyzed with a qualitative descriptive method.
Results of the study concluded that the implementation of the regent regulation number 65 of 2015 about enforcement of the discipline of employees in the public works department of pelalawan regency has
not been implemented optimally. While the factors that affect the implementation of the regulation number 65 of 2015 about enforcement of the discipline of employees in the public works department of pelalawan v
regency is the absence of implementation rules adn technical rules as a rule to operationalize this regent regulation, the application of sanctions to the fair, political will factors, a factor of surveillance and awareness factors.
