Assessment of the implementation of the work practice for civil servants by using a DP3 hasn't been able to provide an objective assessment of the results and beneficial to public servants who are judged. So haven't been able to give a great influence in the construction and development of a career civil servant. Assessment of the implementation of the work that has not been objective, generally because the decision on the grant of a value over elements that were assessed from the implementation of the work of the civil servants is the subjective decision of acting assessor. This reality led to the results of the assessment were not able to differentiate between civil servants who perform well with those who are not good performers. The birth of the Government Regulation No. 46 Year 2011 about the assessment of the achievements of the work of civil servants are expected to be able to answer criticism-criticism or public issue assessment work achievement civil servants during this time. Because the assessment of the achievements of the work of civil servants is a systematic assessment process conducted by the officials of the appraisers work against targets work behavior employees and civil servants. The purpose of this research is to find out and analyze the assessment of achievements of the work of employees based on Government Regulation No. 46 Year 2011 in Regional Office XII BKN Pekanbaru and the factors that slow him down. The research was conducted using qualitative approach, which become informants in this study is assessment work and achievements of the official apparatus which assessed the achievements of the work. Data collection is done by observation and interviews, where after the data are collected and then analyzed with a qualitative descriptive method.
The results of this study found that the assessment of the achievements of the work of employees based on Government Regulation No. 46 Year 2011 in Regional Office XII BKN Pekanbaru has been running pretty well. This means that in the process of assessment of the achievements of the work done, the Regional Office XII BKN Pekanbaru already follow conditions set out. While the factors that hinder the assessment of achievements of the work of employees based on Government Regulation No. 46 Year 2011 In Regional Office XII BKN Pekanbaru is a factor of centeral tendency and recency effect.
