Kajian Strategi Pembangunan Sistem Penyediaan Air Minum (SPAM) Kota Dumai Dengan Menggunakan AHP (Analytical Hierarchy Process)

The Objective of this paper is to develop a strategy in water supply development to Dumai City, Indonesia by using AHP (Analytical Hierarchy Process). Experts who are respondents are policy makers, actors, consultants and experts who are directly involved in Dumai City SPAM development. The AHP method using the Expert Choice 2000 application is used to determine the criteria and sub criteria of the most influential SPAM development and determine the priority of the Dumai city SPAM development strategy. The result by using Expert Choice 2000 criteria most influential in Dumai City SPAM development is environmental criterion equal to 37,1%, leadership and human resources criteria equal to 24,2% and technical criterion equal to 16,9%. Of the three most influential criteria, were developed 10 strategies Dumai City SPAM development which then proceeded to spread the questionnaire back to the experts and using Expert Choice 2000 got the order of 10th priority of Dumai City SPAM development strategy is: IPA Sudirman 28,7% optimization, continued construction of pipelines in 2008-2011 20.4%, construction of facilities and utilities in off take locations SPAM Regional 14.4%, tariffs for drinking water 11.2%, construction of intake and dam of Sungai Mesjid 7.3%, construction of new IPA 5.9%, capital investment return to PDAM, improvement of quality of PDAM 3.5% human resources, SPAM embung development and utilization of IPA RO 80 L / sec 1.8%. These ten strategies are then incorporated into the 5-year period of the 5 year medium-term program which is further elaborated with programs and activities annually.
