Kapabilitas Dinas Tenaga Kerja Dan Transmigrasi Kabupaten Bengkalis Dalam Merespon Dinamika Ketenagakerjaan Di Kecamatan Mandau Tahun 2011-2015
This research is motivated by the dynamics of employment related to the placement of labor and industrial relations disputes in Mandau subdistrict requiring the capability or ability of the Manpower and Transmigration Office of Bengkalis Regency to solve it. The purpose of this study is to analyze the capability of the Office of Manpower and Transmigration Bengkalis District and its obstacles in responding to the dynamics of employment Year 2011-2015.
The research approach used is qualitative descriptive approach. The types and sources of data are primary data obtained by in-depth interviews of key informants selected by purposive sampling. And secondary data obtained from research documents. The data are analyzed qualitatively.
The results showed that the capability of the Manpower and Transmigration Office of Bengkalis Regency in responding to the labor dynamics is still weak. The weakness of the capability lies in the field of PHIJ, Supervision and P3TK fields. The capability constraints faced are the shortage of experts who have followed the certification, not the synergy of the official activities with the needs of the workforce, and overlapping authority. To overcome these weaknesses and obstacles need to increase the dimension of human resources with technical guidance either through the Ministry of Manpower or private technical guidance agency. And it is necessary to monitor the evaluation of program implementation activities so that it can run optimally and coordination and cooperation with various agencies to avoid overlapping authority.
