Analisis Jaminan Sosial Program Keluarga Harapan (Pkh) Pada Rumah Tangga Nelayan Di Kelurahan Bagan Hulu Kecamatan Bangko Kabupaten Rokan Hilir

This research was conducted on may 2018 at Bagan Hulu, Bangko sub-district, Rokan Hilir district. The object of this research was receiver Program Keluarga Harapan (PKH) fishermen household. The location of this research was determined in a purpose way (purposive), because Bagan Hulu has the largest fishermen as the recipient of PKH. The objective of this research were to find out the level of poverty of receiver PKH, the process of implementation, the obstacles of PKH as well as the additional income of the average fisherman household before and after receiving PKH. The method of this research was survey, there are 39 fishermen household as the respondents where random sampling was used to determined the responden. The result of the research obtained thet the recipients poverty level consists of 92.30% poor and 7.70% not poor. The implementation process PKH through updating data regularly, holding monthly program development meetings with service providers, and distributing of PKH funds. Barriers to the implementation of PKH among them : lack of understanding of the sanction given and the existence of incorrect data from PKH participants. The average income of fishermen household before receiving PKH IDR 17.858.462,- in a year, while the average income after receiving PKH as big as IDR 20.144.359,- in a year about 13% from the household income for one year. Based on the results of the t test there is a very significant difference in income before and after receiving PKH. Keywords: Program Keluarga Harapan, implementation, extremelypoor households
