One of the problems of agricultural land productivity in Indonesia is the poor irrigation infrastructure. In order for the irrigation infrastructure to run properly it is necessary to carry out operations and maintenance periodically. The area of irrigation network in Siak Regency especially block B, C and D is about 5,000 Ha which is one of the biggest commodities in supporting PDRB in Siak Regency.
This research indicates that economic parameters with subcriteria of fund availability for annual O & P financing of irrigation / swamp networks from government have the highest level of influence used to prioritize swamp irrigation area development plan that is equal to 66%. This means that financial availability is a major factor in the successful operation and maintenance of irrigation networks. This is also evidenced by the performance of existing irrigation networks that still do not do a lot of good function.
