Urban problems PKL in the country are still a dilemma that has never been thoroughly visited. No exception cities in Riau specifically PKL in the city of Pekanbaru which often gets the spotlight. Control for the sake of control has often been carried out by the Satpol PP as the party who was partially responsible for realizing public order in the area, but the PKL survived until now.
Research This one aims to study the Performance of the Civil Service Police Unit in the Control of Street Vendors at the Kodim Market in the City of Pekanbaru. In addition this study aims to study and analyze the factors that influence the performance of the Civil Service Police Unit in Controlling PKL at the Kodim Market in Pekanbaru City. Source of data used in this study using qualitative methods and types of descriptive research conducted at the Office of the Civil Service Police Unit in the City of Pekanbaru. Techniques for collecting data through interviews, and documentation. This study uses a Qualitative Descriptive Method regarding data collection from informants conducted by interviews involving the relevant informants.
The results of the research can be known about the quality of work of the Satpol PP organization in the control PKL in the Pekanbaru Kodim Market ineffective. The street vendors of service quality in controlling at the Kodim Market in the City of Pekanbaru have not yet fulfilled, the Satpol PP sword in the control of street vendors in the Pekanbaru Kodim Market has not been in accordance with the needs of street vendors and time. The timing of Pekanbaru City Satpool PP in law enforcement or sanctions is still very low, and the approval of Pekanbaru City Satpol PP in controlling street vendors in the Kodim Market in Pekanbaru City is still very low and communication is not optimal. The obstacles experienced by the Satpol PP in the control PKL at the Pekanbaru City Kodim Market, namely PKL at Kodim Market, still have very low vigilance related to negotiations and legal issues, as well as the varying number of Satpol PP incorporated in the control, and none another place that can be used to relocate PKL at the Kodim Market in the City of Pekanbaru to sell other than the Pasar Kodim.
