Fenomena Flypaper Effect Terhadap Belanja Pemerintah Daerah Provinsi Riau Tahun 2006-2017

This study aims to determine the development of DAU, PAD and regional expenditure. year and to provide empirical evidence whether the occurrence of Flypaper Effect on Regional Expenditures both Direct Expenditures and Indirect Expenditures in Riau Province in 2006-2017.This study uses secondary data from 2006-2017 published by the directorate general of the financial balance of the ministry of finance and the central statistical agency of Riau. The analytical method used is a descriptive method of secondary data using an analysis tool through the magnitude of the average value of the ratio obtained from comparing proportion of DAU, PAD to regional expenditure.
Based on the descriptive result conducted, it can be seen that DAU, PAD and regional expenditure both have increased from years to years. And it was found that the average ratio of the proportion of DAU and PAD to regional expenditure was 0,220 (0,22
meanwhile, the average ratio of the proportion of DAU and PAD to direct expenditure was 0,220 (0,22
and for the average ratio of the proportion of DAU and PAD to indirect expenditure 0,221 (0,221
. So that it can be concluded that the expenditure of Riau Province both direct and indirect expenditure for the period 2006-2017 is not found as a form of the flypaper effect phenomenon. Keywords: Flypaper Effect, regional expenditure, direct expenditure, indirect
