Mortgage Cars as Objects of Fiduciary Assurance are crimes that often occur in the community, because the increasing needs of the community are not comparable to the economic ability to buy in cash on an item, such as a car. Thus creating a new form of crime fiduciary collateral object, according to which crime is understood through thinking as something that is always changing and is a reflection of a complex process of interaction. Pawn of a car as an object of fiduciary guarantee in the background of economic factors or the need of a Person who is not sufficient to make such deviant behavior. The event of pawning a car as an object of fiduciary collateral does not happen little to gain a big profit and harm many others. However, until now the enforcement of criminal law on car drivers as an object of fiduciary collateral each year shows an increase.
This type of research is sociological legal research, because in this study the author immediately conducted research on the location or place under study in order to provide a complete and clear picture of the Pekanbaru City Police, while the population and samples are all parties related to the problems examined in this study, the data sources used, primary data, secondary data and tertiary data, data collection techniques, in this study with interviews and literature studies. From the results of the problem research there are two main things that can be concluded. first, law enforcement against the perpetrators of pawning cars as objects of fiduciary collateral in the jurisdiction of Pekanbaru Police. The two obstacles encountered in law enforcement against car pawning agents as objects of fiduciary collateral by the Pekanbaru City Police Resort are various internal factors and external factors. Advice from the author, first, law enforcement officials should make preventive efforts periodically to take action against the perpetrators of pawning cars as objects of fiduciary collateral at the Pekanbaru Police. Conducting repressive enforcement intensively by making a special team in dealing with non-corporative actors. the police must be more active in terms of law enforcement, namely not only focusing on reports from creditors to enforce the law. Law enforcers should have added more specialized personnel to reveal the perpetrators who gave false identities when there were reports from creditors so that the perpetrators who did not know the existence of these false identities could be revealed and the perpetrators could not be free by inhaling fresh ingredients.
