The purpose of this research is to produce a Model of equitable gender empowerment of women in the management of the coastal area in subdistrict Pasir Limau Kapas Kabupaten Rokan Hilir. For it to do a deep analysis, namely: (a). To generate an idea and analyzing women's empowerment from the perspective of ecological, economic and socio-cultural indicators based on access, participation, control and benefits. (b) Analysing Gender equality based on equal status indicator, the same rights and development potential that is equivalent. (c) Analyse the management of the community-based Coastal Region of women based on indicators of planning, decision making, organizing, leadership, control, financial, physical and information.

Method of data collection is to disseminate the questionnaire against 99 (ninety-nine) respondents women and doing interviews with the informant both men and women are chosen deliberately, that are relevant to research , including community leaders, women, youth and the businessmen. Interviews were also conducted with officials of the regional Government of Rokan Hilir Regency and local government sub-district of Pasir Limau Kapas.Data analysis techniques used with dekriptif analysis and SWOT analysis.

Findings research Women in coastal Subdistrict of Pasir Limau Kapas already powerless in terms of self empowerment, while government empowerment and community empowerment is still low. Women's empowerment program still hasn't been cross-cutting in nature and many female empowerment program digerakan through local organizations, among others, by a team of movers BKMT, PKK, and Purwati (Union of Chinese Women), but the increased activities women human resources still are not incidental. Women's empowerment based on four indicators showed that access, participation and benefit very good control only the lowest. Of these three aspects, i.e. the ecological, economic, social and cultural, ecological aspects of the obtained results that are still low.

Gender equality in the management of the coastal areas have not been fully implemented. Based on these three indicators, namely, equal status, equal rights and development equal potential, overall went well. But in realizing the rights of the same, still weak women in decision making. This is because the women haven't been fullest entangled in various decision making on the other hand the women themselves who are not interested in the decision-making process. The presence of women who are sometimes marginalisasi, is not considered important in the involvement of the management of the coastal area. This is due to the existence of a patriarchal culture still, still thick coloring various aspects of life in society.
The management of the coastal area is not based on the needs of the society especially women's community ranging from planning to evaluation in the management of the coastal area. Of the eight indicators indicator i.e. management planning, decision making, organizing, leadership, control, finance, information, and physical findings are already going pretty well. Indicators of leadership and Organizing is an indicator with the highest valuation means is already well underway, while the indicator Planning and decision-making is an indicator with the lowest valuation, meaning that it is still not runs well.
Then based on the entire analysis has been compiled in a scientific and systematic way, by combining aspects of theoretical and empirical aspects, Model CO-management (Community Organizing Managemet) of the coastal area is a Gender-based solution in the empowerment of women a fair Gender in management of the coastal area in the Pasir Limau Kapas Subdistrict of Rokan Hilir Regency.
