Trading of imported used goods is currently a major problem in the Indonesian territory, especially in the city of Indragiri Hilir. Because it could harm the merchants who sell clothing results in the country. In addition, imported used clothing can also endanger its customers because it contains many bacteria that cause the outbreak of disease. The point is that smuggling can be interpreted as an act of importing, exporting, transferring between islands regardless of applicable laws and regulations or not complying with the customs formalities required by law. However, in the case of smuggling used clothing, no sample has been entered into the investigation process, while sales of used clothing have increased.The purpose of writing this thesis, namely: First to find out how the law enforcement of the crime of smuggling used goods by Indragiri Hilir District Police that is applied in Indragiri Hilir District, Secondly to find out what are the obstacles in law enforcement of the smuggling of used goods by Indragiri Hilir District Police .

This type of research is classified in sociological law research. This legal research uses interview and library techniques, data sources used are primary data, secondary data and tertiary data, while the data collection techniques in this study use population and sample.

From the results of the study it can be concluded two things. First, law enforcement against smuggling of used goods in the Indragiri Hilir region by the police or customs and excise must be done more effectively and selectively in eradicating illegal goods. Prevention efforts are carried out with preventive and repressive efforts. Secondly, the obstacles faced by the police must be minimized immediately. First author's suggestion, The law enforcement officer of the Indragiri Hilir Police in carrying out law enforcement should further enhance the surveillance system. Second, in handling smuggling of used goods in the Indragiri Hilir region the government must make improvements in carrying out a proactive strategy in dealing with the smuggling of used goods.
